SIERRA CLUB-ILLINOIS CHAPTER
Motion: by Christine Williamson and seconded by Bob Larson for the IL Chapter to designate an EcoWatch Proposal Committee comprised of the Conservation Chair, Executive Director, Chapter Chair, Fran Caffee, and a designated member from each of the three campaigns to investigate the EcoWatch proposal and submit a report to the Excom by 12/15. Discussion ensued. Rand Sparling reminded the Excom that the proposal would ultimately have to be approved by National. Joe Laszlo pointed out the potential implications of year-to-year continuation of the program and funding sources. Vote: 9 for; 1 opposed; 6 abstentions. Motion carried.
Motion: by Bill Davies and seconded by Christine Williamson for IL Chapter to approve an election rerun, with the Election Committee providing appropriate ballot information to appear in the next Lake & Prairie, including a front page election notice, an explanation for the rerun included on the election page, a ballot return deadline of 2/1/05, retention of ballots already received from the first election and left unopened until counting of all ballots, and elimination of first election ballots of those who vote again in the rerun election. Discussion ensued. It was reported that 96 ballots have already been received, which was considered par for Chapter elections. Vote: 14 for; 1 opposed; 1 abstention. Motion carried.
Motion: by Cory Jones and seconded by Anne Kawaters for IL Chapter to approve the Air Campaign budget of $10,000 for promotion of public awareness of Sierra Club, of Clean Air issues, and for individual outreach, and in compliance with EPEC standards. Discussion ensued, and included opposition to buying advertisements, parameters for the amounts spent on advertising, and compliance standards as set forth by National. Vote: 9 for; 5 opposed, 1 abstained. Motion carried.
Motion: by Christine Williamson and seconded by George Etu for Joyce Blumenshine to chair Conservation Committee. Vote: all for. Motion carried.
Motion: by Tom Prost and seconded by Roger Ricketts for IL Chapter to encourage the Board of Directors to allow chapters to publicly endorse candidates for election to the Board, in order to provide a mechanism for elected Club grassroots leadership to impact the selection of Club directors; the endorsement must be by at least the same standards used by the Club to endorse political candidates for public office, i.e. a vote of at least 2/3 of the Excom. Discussion ensued, and included an agreement that the endorsement process should apply to resolutions that may appear on the ballot. Vote: all for; 0 opposed; 1 abstention. Motion carried.
Motion: by Cory Jones and seconded by Christine Williamson for Illinois Chapter to support Commissioner Mike Quigley’s Land use Policy Resolution. Vote: 14 for. Motion carried.
Motion: by George Etu and seconded by Roger Ricketts for IL Chapter to give the Political Committee endorsement authority on behalf of Chapter, for Spring 2005 local/Springfield races. Vote: all for. Motion carried.
